Moving interstate for work, applying for a hospitality job in another state or picking up seasonal work while travelling around Australia? Your existing Responsible Service of Alcohol (RSA) certificate may still be useful, but it is not automatically accepted in exactly the same way everywhere.

RSA requirements are regulated by each state and territory. Depending on where you plan to work, you may need to show your original Statement of Attainment, complete a local refresher or bridging course, obtain a state-issued competency card, or complete a new RSA course.

Quick Answer: Is an RSA Certificate Valid Across Australia?

Not always. The national RSA unit of competency is widely recognised, but some jurisdictions impose additional state-specific requirements. A certificate that is accepted by an employer in Queensland may not, by itself, allow you to start serving alcohol in Victoria or New South Wales.

Before enrolling in another course, check whether you already have:

• a Statement of Attainment for the nationally accredited RSA unit;

• a state-issued RSA card or certificate;

• a current refresher certificate; and

• the completion date shown on your training records.

If you cannot locate your certificate, contact the training provider that issued it. A card, screenshot or employer record may not always be enough evidence.

First Check: Do You Have an RSA Card or a Statement of Attainment?

These are not always the same document. Some jurisdictions issue a card or local certificate after training. Other jurisdictions rely on the Statement of Attainment issued by a Registered Training Organisation (RTO).

This distinction matters when you move interstate. For example, Western Australia advises that an RSA card issued by another state or territory is not accepted as evidence of training. Workers must provide their employer with a copy of the RSA certificate instead.

Interstate RSA Requirements: State-by-State Guide

New South Wales (NSW)

If you are moving permanently to NSW and hold an interstate RSA qualification, you generally need to complete the online NSW RSA bridging course and then apply for a NSW RSA competency card. Service NSW also advises that a person with a current interstate RSA certification may be able to work temporarily in NSW if they meet the eligibility requirements.

Victoria (VIC)

An interstate RSA certificate cannot simply be relied on to supply alcohol in Victoria. Liquor Control Victoria advises interstate certificate holders to apply for the free bridging course, known as the RSA Refresher, to obtain a Victorian RSA certificate. Eligibility conditions apply, including requirements relating to the age and type of the interstate qualification.

Queensland (QLD)

Queensland accepts an interstate RSA qualification if you hold a Statement of Attainment for the nationally accredited “Provide responsible service of alcohol” course. A statement of attendance is not the same as a Statement of Attainment. Check the wording on your certificate carefully.

Western Australia (WA)

In WA, an interstate RSA card is not accepted as evidence that you completed RSA training. You need to provide your employer with a copy of your RSA certificate. If you completed RSA training previously and are unsure whether the course is still accepted, check the WA mandatory-training policy or contact the relevant regulator.

WA also allows a person who has not completed RSA before starting employment to complete the course within 28 days of commencing work. Review the WA mandatory training requirements

Australian Capital Territory (ACT)

An interstate RSA certificate is recognised in the ACT for a limited period. Access Canberra states that an interstate RSA certificate is taken to have expired three years after the date the course was satisfactorily completed. When it expires, the worker needs to complete an ACT-approved refresher course.

Northern Territory (NT)

The Northern Territory accepts RSA certificates issued by a recognised RTO, including certificates obtained outside the NT. However, workers must keep their RSA current by completing the free NT refresher every three years. NT licence holders must also keep a register containing copies of staff RSA certificates and refresher records.

NT Government guidance states that staff must complete an RSA course within seven days of starting work at a licensed premises. Review the NT RSA requirements

South Australia (SA) and Tasmania (TAS)

Before relying on an interstate certificate in South Australia or Tasmania, confirm the current requirements with your employer and the relevant regulator. The correct evidence may depend on the role, the venue and the training document you hold. A nationally recognised Statement of Attainment is an important record to keep available.

Common Interstate RSA Scenarios

Scenario 1: You completed RSA in WA and are moving to NSW

Do not assume your WA certificate is enough for permanent work in NSW. Review the NSW bridging-course eligibility requirements and complete the NSW competency-card process before relying on your interstate qualification.

Scenario 2: You completed RSA in Queensland and are starting work in WA

Your RSA card alone may not be enough. Provide your employer with the RSA certificate or Statement of Attainment and confirm that the completed course is accepted under WA requirements.

Scenario 3: You are travelling to Victoria for seasonal hospitality work

Apply for the Victorian bridging course before your first alcohol-service shift. Victoria does not allow workers to rely only on an interstate RSA certificate when supplying alcohol in Victorian licensed venues.

Scenario 4: You are working in the ACT or NT and completed RSA more than three years ago

Check whether a refresher is required before starting work. Both jurisdictions apply three-year refresher or currency requirements to RSA training records.
